It’s bigger than that and if you were from Delaware you would know a little more of this.  John has started a write in campaign to get himself re-elected to the seat he resigned from.  Lower Delaware folks feel like they are run over by the more populous northern Representatives and they hold with their own - Atkins won’t win but he will help a Dem get elected down there - something a majority of Southern Delawareans really don’t want.
